REACH IMPLEMENTATION WORKSHOP
Aerospace and steel companies and trade associations made up most of the participation on the most recent workshop - one of a series - on EU REACH Chemicals Regulation implementation held by Cambrensis Ltd in London on 1 March 2007.
It was attended by senior representatives of –
ANGLO AMERICAN plc
ARTHUR D. LITTLE
BOMBARDIER AEROSPACE
BRITISH STAINLESS STEEL ASSOCIATION
CAMBRENSIS LTD
ENGINEERING EMPLOYERS FEDERATION
EUROFER
GOODRICH CORPORATION UK
SOCIETY OF BRITISH AEROSPACE COMPANIES
SHEFFIELD FORGEMASTERS INTERNATIONAL
and others, including Dr Susan Jobling, Aquatic Toxicologist.
Tony NEWSON of EUROFER came over from Brussels for the event, and gave invaluable and much appreciated assistance throughout the workshop, with direct first-hand experience of the way the REACH Implementation Projects worked, the Technical Guidance Documents on Substances in Articles, and interpretation of many other areas of difficulty.
William WILSON of CAMBRENSIS, an environmental lawyer with two and a half years’ recent experience of participating in the negotiations on REACH, took the participants through an introduction to how the Regulation works, and the legal and practical implications of Registration, Evaluation, Authorisation and Substitution, and the particular emerging issues for Manufacturers, Importers, Downstream Users and the supply chain.
Dr David SLATER of CAMBRENSIS, a chemist and former industrial regulator with very extensive and detailed knowledge and experience on advising on chemical regulation and policy at the European Commission, the UK government and for companies, contributed a presentation on Alloys and Special Preparations, and the background and outcomes of the workshop which he chaired for the Commission and industry on this complex area in Brussels in October 2006.
As a measure of ‘audience participation’ the second slide of the day was still being debated after more than half an hour, and delegates took full advantage of the opportunities through the day to fire questions at the presenters and join in, which made it much more interesting for all concerned.
REACH implementation is now well under way, with Entry into Force on 1 June 2007, and Pre-registration of substances due between 1 June and 1 December 2008.
