Chemicals
regulation has become something of a battleground recently. As
Prime Minister Blair, President Chirac and Chancellor Schroder lobby
EU President Romano Prodi about the EU's REACH proposals, and the internet
consultation on these proposals generates thousands of responses and
widely different views, two seemingly irreconcilable camps have emerged. “Regulate
at any price”, versus “Preserve our chemical industry at
all costs”.
Cambrensis has been actively seeking opportunities to address these
issues constructively. We are neither part of the chemical industry
nor a pressure group, but aim to bring together key people in government,
policymaking, industry, the regulators and the scientific community,
to discuss these differences and to find ways to move forward. We hope
that this forum will be able to influence policy, rather than being
used as a passive group to be preached at by both sides. During the
meeting -

David Slater will be examining the background and current status
of the EU's REACH
proposals;

Richard
Macrory, Professor of Environmental Law at UCL Faculty
of Laws, and a Board
Member of the Environment Agency, will be discussing
the thinking behind the Royal Commission on Environmental Pollution's
recent chemicals regulation report;

Dr
Alison Hamer, Regulatory Affairs Manager for Risk Assessment
and Regulatory Consultants,
JSC International, will be talking about
the practical implications of these regulations for chemical companies;
and

Jonathan
Lutwyche, Regional Business Adviser for the chemicals industry
in the northwest
(sponsored by Northwest Development Agency
and Business Link) will be speaking about the effect of these regulations
on SMEs and downstream users.
