Dr David Slater, Director – Cambrensis Ltd

Educated at the University College of Wales and the Ohio State University, David initially taught chemical engineering at Imperial College London. Following that, he has had extensive experience in Safety and Environmental Risk Management, both in consultancy and in UK Regulatory Agencies. Through the 1970’s and 1980’s, as founder of Technica, he led the pioneering application of Risk Assessment techniques to the offshore and petrochemical industries. As Her Majesty’s Chief Inspector of Pollution and Director of the Environment Agency, David had a leading role, through the 1990’s, in developing and implementing risk-based pollution control legislation in UK and Europe. David returned to consultancy as Managing Director of OXERA Environmental, then as a Principal Partner of the Anglo Norwegian Acona Group; and currently is a Director of the regulatory strategy organisation, Cambrensis. David holds a Royal Academy of Engineering Professorship at the University of Manchester. He advises Cardiff University and as an adjunct Professor at King’s College, London, he is involved with the Kings Risk Forum.

Dr Phil Bowen, Reader at an Institute at Cardiff University – Cardiff University, School of Engineering

Philip Bowen received his degree and doctorate in Applied Mathematics, developing numerical models for complex fluid-flow. He joined Shell's 'Hazard Quantification' research group in 1989 following the Piper-Alpha disaster, and was responsible for two-phase explosion research and mitigation. He was project leader for one of the largest explosion mitigation studies ever undertaken, in Shell's 600m3 explosion vessel. He has been an academic in Cardiff School of Engineering since 1995, during which time he has supervised 15 doctorate students, published about 100 scientific papers and generated risk/hazard contracts from a range of clients, including BP, Shell, DNV, HSE, Exxon-Mobil, ICI, ESPRC, etc.. He also acts as a consultant for several major multi-national companies.

He currently serves on several review/steering committees, including EPSRC Peer Review College, Institute of Physics Combustion Group, and the Institute of Non-Newtonian Fluid Mechanics. He leads the 'Marketing and Publicity' function within the Cardiff School of Engineering, and is member of the 'School Management Board'. Recently led a successful £1.5M bid for strategic research funding for interdisciplinary 'Sustainable Energy' research projects.

Mr Peter Newboult, Senior Engineer - Air Products plc, Future Energy Solutions Group

Air Products has product ownership of hydrogen fuelling stations and associated equipment within Europe. Peter Newboult’s responsibilities include the management of system design, product development and project execution. He is also core trainer of Air Products’ KnowH 2ow TM hydrogen safety training course.

Peter has o ver ten years within the industrial gases business, covering research and development, product commercialisation, process design, project management, commissioning and operation of gas separation plants.

Tanya O’Garra - EPMG and Imperial College London

Tanya O’Garra is currently in the final stretch of her PhD in Environmental Economics at Imperial College London, working with Dr Susana Mourato and Dr Peter Pearson, investigating public acceptance and preferences for hydrogen buses and associated refuelling infrastructure in London. This research forms part of two larger projects: the ACCEPTH2 project, an EU-funded collaboration between 5 cities worldwide: London (UK), Luxembourg, Munich (Germany), Oakland (US) and Perth (Australia), and the EPSRC-funded H2 Infrastructure project, at Imperial College London.

Tanya is also the principle researcher for a longitudinal study of public awareness about, attitudes towards and demand for information about hydrogen refuelling infrastructure in London, which is being carried out in conjunction with BP. In November 2004, Tanya will take up a Research Associate position in EPMG, as part of the ACCEPTH2 project, which is being coordinated by the London partners.
